CRITERIA AND TERMS OF SERVICE PROVIDER RENTING AND OPERATING OF BAR AND RESTAURANT LOCATED IN BURKA, ARUSHA.

 

  1. INTRODUCTION

The management of Kiringa Garden has reached a decision to rent the restaurant and bar area to a service provider who will conduct commercial activities by renting the area. The service provider should have an understanding of managing the relevant business according to the relevant area and with a high level of customer service.

The applicant who wins to rent and operate the relevant area, will conduct commercial activities by providing food and beverage services.

Interested applicants will have to submit various documents as well as agree to the various conditions specified in this tender document, so that he can be evaluated.

  1. QUALIFICATIONS AND CRITERIA OF APPLICANTS

2.1.    PRELIMINARY ASSESSMENT

The applicant will be required to submit verified documents, confirming his qualifications and ability to rent and run the intended business.

 

2.1.1.  Applicant’s documents

The applicant will submit the following documents:

  1. A certified copy of the business license in the intended business
  2. Certified copy of the business/company name registration document

iii. Certified copies of registration documents in authorities related to the intended business;

  1. Bid Security Declaration
  2. Declaration of Contract Performance Bond
  3. Specific Legal Affidavit of Authority (Poa)

 

2.1.2.  Requirements for documents to prove financial ability

Applicant must submit:

  1. A plan to carry out commercial duties in the leased area;
  2. Managerial skills; and

iii. Cave rent per month.

2.1.3. Technical requirements and more

The applicant shall submit:

  1. Information on contracts/businesses or works similar to the intended business that the applicant has done recently (specify the names and locations of the businesses);
  2. Evidence of the use of technology in business such as the presence of a billing system, a system to manage/control products available for sale.

 

2.2.    SECONDARY REQUIREMENTS FOR EVALUATION

2.2.1. Plan or detail the strategic plan for service delivery during planning

2.2.2. Cleanliness and environmental protection program

2.2.3. Number of employees depending on the area hosted

 

  1. DETAILS OF LOCATION AND BUILDINGS FOR RENT

3.1.    Detailed building information

3.1.1. The information of the rented building is as follows:-

  1.             Bar with a total area of 163.5 square meters including the counter.
  2.             Outdoor garden area for restaurant customers with a total of 2,317.5 square meters and side garden of 436.5 square meters, including (paved area) with a size of 552.6 square meters.

III.            Kitchen with a total of 60.8 square meters

  1.             Two sets of 116 square meter luxury rooms for restaurant customers
  2.             A parking area for one hundred (100) small cars with a total area of 2,320 square meters.
  3.             A swing area for children with a size of 531.3 square meters

VII.            679.4 square meters football playing area.

VIII.            Swimming pool with a size of 453.68 square meters, and the pool itself with 104 square meters.

In general, the entire area has 7,735.28 square meters

3.1.2.       The indicative rent for the building/rented area will not be less than Tanzanian shillings 388- per square meter, which is equivalent to three million Tanzanian shillings (3,000,000) for the entire rented area.

3.1.3.      To begin with, the rental contract will be for two (2) years, and after that, if the two parties to the contract agree to renew the contract, then the contract will be renewed every two years.

3.1.4.      Throughout the rental period, the tenant will be responsible for paying the costs of the services he will use (eg electricity, water, gas, garbage collection, security, government taxes, employee wages, etc.) in the rented building

 

 

3.2.    Furniture and other necessary equipment

The building for rent is furnished and equipped with necessary equipment as listed below.

  1.             Three sets of coaches capable of serving ten people per set.
  2.             Seven bar seats (counter chairs).

III.            Four sets of two people (high chairs), to sit on.

  1.             One dining table for eight people.
  2.             Two low tables capable of serving two people each and sofa materio chairs.
  3.             One table and two sofas.

VII.            Two modern televisions (LED Smart Television 55’inches)

VIII.            Four refrigerators: Heineken, Cocacola, Tanzania Breweries Limited (TBL) and Kiringa Gardens.

  1.             Complete music system set (bose).
  2.             2 air conditioners type cassette 36000BTU
  3.             Outside there are four (4) sets of plastic seating for four people.

XII.            Two (2) sets of wooden benches with the capacity to seat ten (10) people.

XIII.            3 sets of wooden benches for children with umbrellas, and one without umbrellas.

XIV.            4 sets of high wooden tables with a capacity of four people and umbrellas.

  1.             2 sets of low wooden tables with a capacity of four people and umbrellas

XVI.            1 set of long table and three chairs without umbrellas.

XVII.            One wooden table and four canvas chairs.

XVIII.            5 cocacola tables and chairs.

XIX.            Six (6) wooden swimming beds.

  1.             Amplifier 1.

XXI.            Six (6) outdoor speaker sets.

XXII.            Ice maker 1.

XXIII.            Coffee machine

XXIV.            Sales computer.

XXV.            There are eleven (11) sets of various children’s games

However, the service provider will have to add furniture where necessary.

 

3.3.     Responsibilities of the tenant

3.3.1. He will host the location as is and the status quo

3.3.2. He will be responsible for paying all the taxes required by the authorities

3.3.3. He will be responsible for having permits to run bar and restaurant activities from the relevant authorities

Mwombaji atakayeshinda kukodi na kuendesha eneo husika, ataendesha shughuli za kibiashara kwa kutoa huduma ya chakula na vinywaji.

 

Waombaji wenye nia watapaswa kuwasililisha nyaraka mbali mbali pamoja na kukubaliana na masharti mbalimbali yaliyoainishwa katika nyaraka hii ya zabuni, ili aweze kufanyiwa tathimini.

  1.         Mpango wa kutekeleza majukumu ya kibiashara katika eneo linalopangishwa;
  2.         Ujuzi wa wasimamizi; na

iii.        Kodi ya pango kwa mwezi.

 

2.1.3.   Mahitaji ya kiufundi na mengineyo

Mwombaji atawasilisha:

  1.         Taarifa ya mikataba/biashara au kazi zinazofanana na biashara iliyokusudiwa ambazo mwombaji amezifanya hivi karibuni (taja majina na mahali biashara zilipo);
  2.         Ushahidi wa matumizi ya teknologia kwenye biashara kama vile uwepo wa mfumo wa kutoa bili, mfumo wa kusimamia/ kuthibiti bidhaa zilizopo kwa ajili ya kuuza.

 

2.2.    MAHITAJI YA UPILI KWA AJILI YA TATHIMINI

 

2.2.1.   Mpango ama maelezo mpango mkakati wa utoaji wa huduma wakati wa upangaji

  1.         Seti mbili za vyumba vya maliwato zenye ukubwa wa mita za mraba 116 kwa ajili ya wateja wa mgahawa
  2.         Eneo la maegesho linalotosha magari madogo mia moja(100) yenye jumla ya mita za mraba 2,320.
  3.         Eneo la bembea kuchezea watoto lenye ukubwa wa mita za mraba 531.3

vii.        Eneo la kuchezea mpira lenye ukubwa wa mita za mraba 679.4.

viii.        swimming pool yenye ukubwa wa mita za mraba 453.68, na pool yenyewe ikiwa na mita za mraba 104.

 

Kwa ujumla eneo lote lina mita za mraba 7,735.28

 

3.1.2.   Kodi elekezi ya jengo/eneo linalokodishwa haitapungua shilingi za Tanzania 388- Kwa mita moja ya mraba, ambayo ni sawa na shilingi ya Tanzania milioni tatu (3,000,000) kwa eneo lote linalokodishwa.

 

3.1.3.   Kwa kuanzia mkataba wa upangishaji utakuwa wa miaka miwili (2), na baada ya hapo, kama pande hizi mbili za mkataba watakubaliana kuhuisha mkataba, basi mkataba utahuishwa kila baada ya miaka miwili.

3.1.4.   Katika muda wote wa upangaji, mpangaji atawajibika kulipia gharama za huduma atakazozitumia (mfano umeme, maji, gasi, uzoaji takataka, ulinzi, kodi za serikali, mishara ya wafanyakazi n.k) katika jengo alilokodishwa.

 

3.2.    Samani na vifaa vingine vinavyohitajika

Jengo linalokodishwa lina samani na vifaa muhimu vinavyohitajika kama vinavyoorodheswa hapa chini.

  1.         Seti tatu za makochi zenye uwezo wa kuhudumia watu kumi kwa seti moja.
  2.         Viti vya bar saba (counter chairs).

iii.        Seti nne za watu wawili (high chairs), za kukaa juu.
