Introduction

Tanzania Chamber of Commerce Industry and Agriculture (TCCIA) is a member-based organization that was established in 1988 at the national level and 1994 at the regional level.  The main purpose of TCCIA is to strengthen the private sector by promoting businesses, provide access to member services at discounted rates, to provide opportunities that are best for businesses and to provide access to networks between businesses and opportunities for dialogues between the public and the private sector.

The chamber of commerce of Arusha in its quest to improve the business environment embarked on an initiative to come up with a sectoral business policy for the identified potential business sub (sector(s)) within the municipality.

Background

A roundtable approach is employed in the process of the formulation and implementation of the sectoral business policy. This process involves 5 main steps which are:

  1. Consultation and data analysis: Local government, documents, analysis and consultation to the business community (TCCIA members and non-members)
  2. First round table meeting: data presentation and discussion, prioritization of potential (sub) value chain or clusters to study
  • Expert study of prioritized sectors/sub-sector, value chain or clusters (including draft action planning)
  1. Second round table meeting: presentation of research findings, action plans, and agreement on the plan
  2. Implementation and monitoring of agreed action plans.

 

Last year, TCCIA conducted the consultation and the first roundtable meeting of which the participants prioritized the fish farming sector as a sector that is potential in Arusha City. The second selected sector was tourism. At this stage the service of a consultant is required to conduct an expert study with more detailed analysis of the fishery sector including how potential the sector is, challenges facing the sectors, recommendations on how the business community can utilize the potentiality of the sector and how different actors can contribute to improving the sector as well as contribute to the economy of the district. These findings and recommendations will be presented in the second roundtable meeting.

Objectives

General Objective

To conduct an intensive expert study that looks into the Fishery sector in Arusha City and Arusha District Council. Main areas of focus include sector performance, economic contribution, employment creation and look at the challenges that deter the good performance of the Fishery sector. The study shall also develop a set of recommendations and possible interventions by different actors in the district.

 

Specific objectives

The specific objectives of this study are:

  1. To conduct intensive bibliographical research and literature review on the fisher (sub) sector with the purpose to;
    • Explore available information on the fish farming sector including country policies, rules, and regulations on the fishery sector, available strategy and budget allocated by the government to the sector.
    • The potentiality of growth of the sectors in terms of
      • Accessibility in the domestic, regional and/ or international market, opportunities and strengths
      • competitiveness of the sector in comparison to other farming activities like chicken and goat in the region.

 

  1. To conduct intensive research of the fishery sector to
  • Analyze fish farming sub-sector, its past trends, demand-supply mechanics, challenges and opportunities and future outlook.
  • Also to identify obstacles preventing “real entrepreneurs” from exploiting the identified potential and achieving growth of the sector (infrastructural vs. supply-side vs. production vs. market sides. coordination amongst businesses amongst others). This also includes business – and other risks.
  • To assess the economic potentiality of the fishery (sub) sector, underlining the understanding of the benefits of investing in the sector, a model to utilizing the potentiality.
  • Undertake a stakeholder consultation/analysis of the actors in both supply, production and marketing side of the industry and define potential roles of stakeholders
  • Draft action plan and recommendation for each actor with the inclusion of women and youth

 

Scope of work and activities

Scope

The expert study will cover Arusha city and Arusha DC. During the implementation of the activity, the consultant appointed will work with TCCIA’s Arusha office for administrative support. S/he will also interact with staff of TRIAS that will provide advice and guidance in the process of preparing a final project report.

The consultant will be familiarized with chamber activities through briefings and through reading the chambers various documents such as reports, a summary of the need assessment for fish farmers, TAFICOSA and fish farming workshop minutes.

1.1.    Value chain mapping of the sectors including up- & downstream sectors

1.2.   Stakeholder mapping

1.3.   Overview of the potentiality of the sector

1.4.   Obstacles faced by the sector

1.5.   Embedding and planning of interventions within the fish farming (sub) sector

1.5.1.Mapping of past and ongoing interventions in fish farming (sub) sector by other actors

1.5.2.      Strategic positioning and description of potential interventions of the current initiative

1.5.3.      Description of Alternative Strategies

Activities

In fulfilling the objectives of this assignment, the consultant shall undertake the following activities/tasks:

  1. Conducting scoping research study of the background and statistics and current status of the fish farming (sub) sector including also opportunities and challenges in the sector.
  2. Interview different stakeholders (i.e entrepreneurs, government officials, etc) to get their views on the sector
  • Compile a report
  1. Prepare a powerpoint presentation to summarize the findings, conclusion, and recommendation
  2. Make a presentation in the second-round table on the findings, conclusion, and recommendations

Methodology

  1. Outlining of study strategy & main study questions

The consultants will prepare a research proposal outlining the following,

  1. Study Process
  • Debriefing meeting TCCIA Arusha & Trias Tanzania
  • Stakeholder consultation
  • Meeting with key stakeholders that participated in the process to … (government representatives, TCCIA & key representatives business community; other stakeholders)
  • Literature research
  • Debriefing meeting after literature review
  • Field research for clarification of open questions

 

Output and deliverables

  1. A draft report of the complete study findings from research and interviews that will be discussed during the stakeholders’ meeting.
    • Complete documentation of data collected in appendices (databases & quantitative data in Excel, for other types of data format, will be agreed)

 

  1. A powerpoint presentation of research and draft plan that is suitable for a debriefing of the stakeholders of the business strategy development process. (The format will be jointly agreed).
  2. Presentation of research and draft plan to the stakeholders of the business strategy process during the 2nd roundtable (date to be agreed with TCCIA Arusha).
  3. The final report of the findings and recommendations from the research and interviews.

Proposal requirement

The proposal should include:

  • A proposal describing detailed design and methodology along with a work plan putting timelines and sequence of activities that would be undertaken.
  • Detailed profile/background (qualification, expertise, relevant experience etc.) of the agencies and individuals who will be completing the work including their full names, their expertise in the fishery and other suitability for this project, and if there is more than one consultant, the amount of time each person will spend on the project.

 

Qualifications of the consultant

The consultant shall have the following qualifications:

 

  1. A minimum of a Master degree in fishery/ business administration or economics. A PHD in a related field is an added advantage
  2. Understanding of the fishery (sub) sector
  • Understanding Government policies on business and economic development
  1. Knowledge of the private sector and business environment
  2. Excellent reporting writing and presentation skills
  3. Adequate and competent research and presentation skills

Timing/ time frame

The study is expected to be done in two months.

Reporting

The consultant will report to Miss. Sia Charles Marunda, Regional Executive Officer of TCCIA.

Budget and payment conditions

The Budget

The budget available is a max. 10,000,000 Tzs . A breakdown of costs should be included in the assignment. All costs (consultant fees, DSA, transport, payment of team members, etc.) should be covered by this budget.

The budget will be paid in two installments: 50% at the signing of the contract and 50% after the approval of the final report by Trias Tanzania.

Payment conditions

The payment conditions will be in accordance with TCCIA’s and TRIAS guidelines.
