(KDCJE) seeks a Tanzanian candidate to fill the following position:
Manager – KDCJE
Based in Boma Ng’ombe – Hai District Headquarters,
Kilimanjaro Region, Tanzania
The Kilimanjaro Dairy Cooperative Joint Enterprise is a cooperative Joint Enterprise initiative that was registered in July 2017 by 13 Dairy Cooperatives in Hai District. The Joint Enterprise is an umbrella body for all Dairy Cooperatives in Kilimanjaro region and currently has 18 member Cooperatives. The KDCJE is been supported by a project to acquire technical staff during the interim period before the JE becomes self-sustaining with its own staff.
Overview of the Position
The Manager position combines roles spelt out in the Constitution of KDCJE of the “Manager cum Secretary” and project responsible for ongoing Dairy support projects that are building capacities of the KDCJE. Currently there are three projects that work with JE. The candidate of this position will build up the future Executive and Management side of JE by working closely with the Board, and also supervise technical support staff seconded to the organisation including Dairy Technologist, Marketing Officer and Financial Management Advisor and any other staff that may continue to be hired by the organisation. The KDCJE will ensure full compliance with all donor and other fiduciary regulations and will oversee the project reporting process in line with donor requirements.
Key Responsibilities
Executive Functions:
- In consultation with the KDCJE Board, revisit the strategic business plan of the KDCJE and spearhead its implementation.
- In consultation with the Board, clearly set up a system for functional separation and accountability of the members affairs as per the Constitution and the Businesses that KDCJE will get involved in them.
- In consultation with the Board and Projects supporting them, develop fund raising strategies to implement the long-term vision of the KDCJE
- Develop and manage delivery of market led solutions and relevant business models to meet cooperative members’ needs in areas such as dairy product marketing, Animal feeding, Animal Breeding – Artificial Insemination; and other extension services.
- Profile KDCJE and spearhead its roles in the Kilimanjaro Innovation Dairy Platform in lobbying and advocating for dairy cooperatives development in Kilimanjaro region
- Oversee implementation of all constitutional requirements of KDCJE such board meetings, AGM, members registry, financial management and Annual audits.
Project Management:
- In consultation with the Board, develop different project’s implementation plans and budget and develop M&E plan
- Take a lead in ensuring adequate reporting of project implementation in time to relevant support agencies
- Liaise actively with the KDCJE Board to identify their capacity gaps and initiate capacity development support in consultation with other Project Implementing partners and monitor capacity development activities undertaken by the project towards KDCJE
- Lead and manage relationships and motivate the project team, Board members, Dairy Cooperatives and relevant stakeholders that interface with KDCJE
- Manage and account for full compliance of KDCJE in its procurement, finance and HR issues based on its respective Manuals
- Develop the HR Plan for the KDCJE and forecast personnel needs of KDCJE after the project support period, provide support in recruitment & selection according to KDCJE guidelines
- Take a lead in implementing M&E plan and reporting for project, including risk monitoring in terms of project and coops image
Requirements
- Master’s degree in relevant area (preferably in Cooperatives Development, Project Management, Business Administration or Rural development) desirable
- Minimum of 3 years of relevant working experience in either Cooperatives Development, Enterprise Management, Strategy development and Fund Mobilization preferably in Dairy related business from donors, public or financial institutions.
- Work experience in private sector business and entrepreneurship development, and public – private partnerships.
- Experience in in working with Cooperatives Board structures
- Experience in project management, monitoring and evaluation
Contract Type and Duration: One Year Contract with potential for extension
